Direct answer. Logistics businesses in the UK and India grow with AI, automation and custom software when one movement file holds the vehicle, the trailer or container, and the document a border or a highway check will read, each fact has a source and a status, and a person accepts the field before the truck leaves. Cogitix builds that file beside the safety-and-security service and the e-way bill portal the office already uses. This article does not invent a savings percentage.
The examples are patterns, not client stories, and this is not customs or GST advice. Great Britain rules are not Northern Ireland rules. The GST Council recommendations of 8 October 2026 are not treated here as an Act already in force. Cogitix serves clients worldwide.
What file is checked before the truck leaves?
A ferry check-in and a highway stop both read a number. That number is still typed from a planner's note, a driver's message and a portal that do not share one record.
In Great Britain the filing is the entry summary declaration. HM Revenue & Customs says it must be complete, accurate and inside the time limit, and that it can be amended before arrival. Accompanied roll-on roll-off freight is lodged by the haulage company at least two hours before arrival. Unaccompanied freight is lodged by the ferry operator on the same clock. Channel Tunnel road freight is lodged by the haulage company at least one hour before Coquelles. A notice with force of law, updated 25 June 2026, makes the identity of the means of transport mandatory, except for air, and requires the container or trailer number where containers or trailers move. The carrier stays responsible for submission even when a third party files. An amendment overwrites the original. A change of the person lodging it needs a new declaration. The making-a-declaration page, updated 19 October 2026, says the Safety and Security GB service and Import Control System 2 have no user interface, so the carrier sends XML. It records data-element updates on 14 and 19 October 2026, and the end of the EU waiver on 31 January 2025.
Northern Ireland uses Import Control System 2 from 31 December 2025. Movement reference numbers should sit on the goods movement reference. For EU freight into Great Britain those numbers are optional, but the vehicle registration, or the trailer number if the movement is unaccompanied, is still required, including on a movement from Great Britain to the EU. On 20 October 2026 the Trader Support Service moved to TSS2. Logistics UK said businesses testing it had raised concerns about readiness and how some processes work. Robert Keegan wrote that a one-line import averages over 50 screens, and that keying a consignment twice can leave the movement reference, the goods movement reference and the import entry telling three stories.
Why does a wrong vehicle number stop the goods?
The cost is a missed sailing, a check because the filing and the truck disagree, and a penalty the office cannot see until the gate.
Trans.INFO, on 16 September 2026, reported a compliance notice whose problem fields were the means of transport and the container or trailer number. The errors were "Truck", a trailer number used as the vehicle, both numbers in one field, and a registration left after a swap. The date to correct them was 30 September 2026, which has passed. The report said later problems could bring civil penalties, and that the schedule provides a maximum £1,000 for certain breaches. This article cites that report. It has not opened the notice. HMRC says enforcement can include delay and penalties under the Customs Safety and Security (Penalty) Regulations 2019. A hold at Dover or Eurotunnel can mean a penalty of up to £2,500 for not following instructions. That figure is for the instructions, not for every entry summary error.
In India the stuck file is the e-way bill and the paper in the cab. On 8 October 2026 the GST Council recommended that a stop need specific intelligence and authorisation from an officer not below Joint Commissioner, that a transit state not detain the goods, and that a missing e-way bill or a missing origin-and-destination document still allow a stop in any state. Confiscation under section 130 would not apply in transit. The Council's questions say an incorrect HSN in a transit state should be reported and the vehicle allowed through, while a truck in the example at ₹5 lakh, with no e-way bill and no invoice or challan, may be detained. The Press Information Bureau said that, as on 30 September 2026, the system had processed 3,053 crore invoice uploads and 833.82 crore e-way bills. Business Standard quoted Abhishek Gupta on the 200 per cent penalty still creating anxiety where there was no intent to evade, and reported that the statute still provides for that penalty. K. Arul said undisturbed transit would cut journey time. Siddharth Jain, on 3 August 2026, listed PIN, address, document and vehicle mismatches, a second e-way bill on one invoice, and a 29 July hold on two portal changes that had been due on 1 August. A spreadsheet at the gate does not overwrite a declaration, and it does not put a challan in the cab.
Where should an operator start?
Keep the Safety and Security GB service, Import Control System 2, the Goods Vehicle Movement Service and the e-way bill portal. Add one record beside them for one lane: one accompanied ferry route into Great Britain, one Great Britain to Northern Ireland movement, or one interstate corridor in India. Each field has a source, a status (known, waiting, not applicable, or needs a person) and a name that accepted it. Waiting is an honest status. Keep a rollback. That scope is what digital transformation consulting should start from.
How do four steps put the vehicle on the filing?
1. Write the movement once
Store one movement: the tractor registration without spaces, the trailer or container number, and, for India, the invoice or challan, the vehicle number and whether an e-way bill exists. Capture it in custom web development or a mobile app the gate already opens. Submit from the customs service or the e-way bill portal.
2. Ask the person who knows
The registration comes from the tractor that will board. An assistant may chase a blank field. It must not invent a registration, an IMO number or an e-way bill. That limit is AI agent integration, the same limit as the note on autonomous agents.
3. A person accepts the field before the truck leaves
A model may propose a match. A person accepts it. Software can refuse the word "Truck", a trailer number in the tractor field, and a second e-way bill on one invoice. It cannot lodge the declaration or tell an officer to release a vehicle. A swap becomes an amendment before arrival, carrying the original plus the new registration.
4. Send one pack a person has read
Send the filing from the accepted record. For Northern Ireland, put the movement reference number on the goods movement reference. For India, keep the invoice or challan with the driver, because a missing document is the exception that still allows a stop under the Council's recommended text. Lines a customer can quote, only at the figure the file supports, are answer engine optimisation and generative engine optimisation. Several depots on one history is cloud-based SaaS. A workflow other operators will run is end-to-end product development.
What is different in Great Britain and on the Irish Sea?
Qualifying Northern Ireland goods moving into Great Britain do not need an entry summary declaration, except in the limited cases the guidance sets out. That waiver does not cover a Great Britain to Northern Ireland movement. Maritime containerised cargo is 24 hours before loading, and a booking inside that window means a later vessel. Short-sea journeys, which the guidance lists as including the English Channel, Norway, Ireland, the Faroe Islands, Iceland and the Baltic and North Sea, sit on the two-hour rule. TSS2 does not replace the Safety and Security GB service for EU freight into Great Britain. If a declaration draws no response, the 19 October update says the helpdesk needs the local reference number, the EORI of the person lodging it, timestamps, and a short description of the attempt. A British pattern, not a client: one accompanied lane, with the registration known or waiting. The same split of source and status is in the education guide.
What is different in India?
The October recommendations are not a reason to drop the document. Until an amendment is in force, Business Standard's report is that section 129 still provides for a penalty of 200 per cent of the tax payable in specified cases. After an amendment of the kind the questions describe, a transit state would report an incorrect HSN and could still detain a vehicle with no e-way bill and no invoice or challan. This article does not restate each state's threshold. Jain's account of the ship-to GSTIN change is a reason to keep your own record: offices prepared systems for a portal change that was then held. An Indian pattern, not a client: one corridor, one e-way bill, and the invoice or challan in the cab. Shops use a different record, in the retail guide.
Should you buy, configure, or build?
Buy or configure when a product already stores the field, the source, the status and the person who accepted it, and can overwrite a declaration without changing the person who lodged it. Build when one office holds Great Britain filings and Indian e-way bills, when a vehicle swap must update the declaration and the goods movement reference together, when a missing document must keep the status at waiting, or when you need a history the portal will not let you delete. A person still sends the declaration and still generates the e-way bill.
What does a 90-day pilot include?
Days 1 to 15. One lane or one corridor. List the missing fields, the rollback, and who may see a commercial invoice.
Days 16 to 45. One team. A registration, a trailer number, a movement reference number or an e-way bill goes out only after a person accepts it.
Days 46 to 75. Recount fields still waiting, placeholder movements, duplicate e-way bills, and amendments that would have missed arrival. There is no benchmark percentage in this guide.
Days 76 to 90. Add a second lane, or stop.

Questions about logistics software with Cogitix
What is Cogitix?
Cogitix, short for Cogitix Tech Solutions, is an AI agency. It builds AI agents, AI automation and AI-powered custom software, and it delivers working software quickly for clients worldwide. What should a haulier keep before goods arrive in Great Britain or Northern Ireland?
HM Revenue & Customs says an entry summary declaration must be complete, accurate and inside the time limit, and that it can be amended before arrival. Accompanied roll-on roll-off freight is lodged by the haulage company at least two hours before arrival. Unaccompanied roll-on roll-off freight is lodged by the ferry operator on the same clock. Channel Tunnel road freight is lodged by the haulage company at least one hour before arrival at Coquelles. A notice with force of law makes the identity of the means of transport mandatory, except for air, and requires the container or trailer number where containers or trailers move. The carrier remains responsible for the declaration being submitted when a third party files it. For Northern Ireland, Import Control System 2 is the service, and the movement reference number should go on the goods movement reference. Trans.INFO reported on 16 September 2026 that a compliance notice had asked operators to fix vehicle and trailer errors by 30 September 2026, and that the schedule provides a maximum £1,000 civil penalty for certain breaches. HMRC says enforcement can include delay and penalties under the 2019 safety and security penalty regulations. These pages are a reading, not customs advice.
What should an Indian transporter keep before a truck leaves?
On 8 October 2026 the GST Council recommended that a vehicle be stopped only on specific intelligence, with authorisation from an officer not below Joint Commissioner, and that a transit state not detain goods where the supplier or the recipient is elsewhere. The same recommendation keeps a stop available, in any state, where no e-way bill exists or the vehicle carries no document showing origin or destination. The Council's questions, written for after an amendment, say an incorrect HSN noticed in a transit state should be reported and the vehicle allowed through, and that a vehicle with no e-way bill and no invoice or challan may still be detained. Business Standard reported on 8 October 2026 that the statute still provides for a penalty of 200 per cent of the tax payable in specified cases. The Press Information Bureau said that, as on 30 September 2026, the GST system had processed 833.82 crore e-way bills. Keep the vehicle number and the document as known or waiting, and have a person accept them before the truck leaves. This is a reading of those pages, not tax advice, and it does not treat the recommendation as law already in force.
When is custom movement software a better fit than a portal login and a spreadsheet?
Custom software fits when the same office must hold Great Britain safety filings and Indian e-way bills, when a vehicle swap must update the declaration and the goods movement reference together, when a missing invoice must keep the truck at waiting, when TSS2 or an e-way bill portal change must not be the only copy of the movement, or when other depots will use the workflow. A spreadsheet is enough only while one person can still name the movement, the source and the status. Cogitix builds the software beside the portal. It does not lodge the entry summary declaration, and it does not generate the e-way bill in place of the person who is allowed to send it.
What should a 90-day logistics pilot include?
One lane or one corridor, one team, a rollback, and a human checkpoint before any registration, trailer number, movement reference number or e-way bill is sent. Recount fields still waiting, movements that would have left on a placeholder, duplicate e-way bills, and amendments that would have missed arrival. At day 90, add a second lane or stop. Cogitix does not publish a standard savings percentage, because that number would not describe your yard.
Does Cogitix publish a phone number or a street address?
No. The site publishes the email hello@cogitix.io and hours of Monday to Saturday, 9:00 am to 6:00 pm. A telephone number and a street address are not listed. Cogitix serves clients worldwide.
